What's with the voting for the first weapon beeing released? Aren't they all released in the scout update?

I believe they're allowing us to decide which of the 3 unlocks we get for Milestone 1, hence "(We will use the results of this poll to determine the order in which the new Scout items are made available to all TF2 players!)  "

From what I can gather, the voting thing is not explained. Nobody knows, just assumptions from people reading far too much into it.

Theories include;
The order of which they are unlocked via milestones (as willow says)
The order they will just be given out to everyone, with no pre-requirement to gain any achievements
Least popular one will be replaced with a different unlockable
The whole thing is a lie and it is actually a Spy update

I think willow's theory is the most plausible one, followed by the Spy update.
