I want something for good value, and the basics...smtp services, ability to use php, decent tech support...

http://www.netpivotal.co.uk/  is what us 127 guys used before we got a dedi.  our uni mate hosts several sites with them too. very good support. its hosted in USA but its still very fast.

i checked them out life, but apparently they dont do monthly payments and they dont do smtp services on the basic account (not sure if smtp is needed nowadays though)

could always try hostgator, they're pretty good from what i remember, not UK based though i don't think.

some hosting companies will give you the ability to create your own SMTP user and passwords for emails, but i normally see those types of services on corporate accounts for businesses hosting multiple sites for customers oO

Netpivotal offers SMTP services on the Developer and Business plans. This allows you to use your own domain as the outgoing mail server.

Home plan users simply need to use the SMTP service provided by their internet service provider. Webmail can also be used to send and receive emails.
