Ive been trying to read and make sense of this thread and from what i have read (i am having a retard day) is that you dont know what admin to give people who have donated.
When i was playing CS in a clan and had a community and stuff we had people who donated and they got lesser admin mods, we called them Grave Diggers Sexually Abused Panda[GD] and they have limited powers such as kick, server whispers, freeze, slay and a few other powers. They did not have ban and the other stuffs. Now they were given these powers on the understanding that if they did anything they would have a good reason for doing so. ie screenshots of abuse before kicking someone, or freezing hackers and making them blind etc. But every time they did do something like that. They should also have thier own forum space for GD/Admins where you can say what you did and why and give links for Screenies etc if needed.
However if they broke these simple rules then the main admins would have to decide whether to take the powers away from them because of abuse. Its a fine line and you will loose the odd donator but you will be left with the best ones.
Thats how we used to do it. Whether it can be applicable here i dont know but its something to think about
